Visa and Limited Stay Permit (ITAS) for Foreign Investors in Indonesia

Indonesia continues to emerge as a top investment destination in Asia, offering not only a large and growing market but also supportive regulatory frameworks for foreign investors. Key among these are the Limited Stay Visa (VITAS) and the Limited Stay Permit (ITAS), designed to make it easier for investors to live, operate, and grow their business in Indonesia. These permits have become essential tools for attracting and facilitating foreign capital inflows.
VITAS and ITAS for Investors
For foreign investors, the Limited Stay Visa (VITAS) serves as the initial entry permit to Indonesia. This visa is valid for 90 days from issuance and must be used to enter Indonesian territory within that period. Once used for entry, the VITAS is automatically converted into an Investor Limited Stay Permit (ITAS), which grants a longer authorized stay.
Alongside the ITAS, investors are also granted a Multiple Exit Re-entry Permit (MERP), which allows them to leave and re-enter Indonesia multiple times without needing additional permits.
The application process is conducted online through the official Directorate General of Immigration portal (visa-online.imigrasi.go.id). Applications may be submitted by a sponsoring company (PT PMA) or directly by the investor through a registered account.
Once approved:
1. The investor will receive an e-Visa (valid for 90 days).
2. The investor must enter Indonesia within this period; otherwise, the visa will automatically expire.
3. Upon arrival at an Immigration Checkpoint (TPI) at the airport or border post, officers will conduct inspections, including biometric data collection.
4. The system will then automatically issue the e-ITAS for Investors and the e-MERP electronically.

Categories of Investor Stay Permits (ITAS)
According to Minister of Law and Human Rights Regulation No. 11 of 2024, the duration of an Investor ITAS depends on the size of the investment and the investor’s role within the company:
1. ITAS Valid for 1 Year (Limited Stay Permit)

2. ITAS Valid for 2 Year (Limited Stay Permit)
Granted to foreign investors holding at least IDR 10 billion in shares in a Foreign Investment Limited Liability Company (PT PMA).

3. ITAS Valid for 5 Year (Limited Stay Permit)
Available to strategic investors with larger capital commitments, such as:
a. Individual investors establishing a company in Indonesia with a minimum capital of USD 2,500,000.
b. Corporate investors with a minimum investment of USD 25,000,000 eligible to provide 5-year ITAS for directors or commissioners.
c. Individual investors without establishing a company, by placing at least USD 350,000 in Indonesian financial instruments (government bonds, public company shares, or deposits).
d. Directors, commissioners, or representatives of foreign parent companies assigned to Indonesian subsidiaries or branches.
4. ITAS Valid for 10 Year
The highest-level facility, intended for major and strategic investors, with criteria including:
a. Individual investors establishing a company in Indonesia with a minimum capital of USD 5,000,000.
b. Individual investors without establishing a company, holding property valued at least USD 1,000,000 or placing significant funds in Indonesia.
c. Corporate investors with a minimum investment of USD 50,000,000, eligible to provide 10-year ITAS for their directors, commissioners, or representatives.
Required Documents
To apply for an Investor VITAS, applicants must prepare:
• A valid passport (minimum validity of 6 months).
• A letter of immigration guarantee.
• Proof of sufficient living expenses while in Indonesia.
• A recent color photograph.
• Investment documents (such as PT PMA deed of establishment or proof of capital placement).
VITAS and ITAS provide foreign investors with a convenient framework to live and conduct business in Indonesia, with categories tailored to investment type and size. Meeting requirements and following the official process ensures investors can fully benefit from these permits.
